Boil a large pot of filtered water. Slice off bulb end from garlic scapes and thinly slice remaining stalks. Saute in 2 tablespoons of olive oil for 5 to 7 minutes.
When water comes to a boil, add salt. Pour in Einkorn pasta and stir. Set timer for 10 minutes to check. It may take up to 12 minutes to cook. Stir a few times throughout cooking.
Grate Parmesan cheese and slice chives. When pasta is finished cooking, reserve 1/3 cup of cooking water. Drain pasta in a colander and return to pot. Add lemon zest and juice, additional 2 tablespoons olive oil, and chives. Add pasta water if necessary to loosen pasta.
If serving hot, add Parmesan cheese now. If serving cold, let pasta cool and add cheese once cooled. Garnish with extra cheese and/or black pepper and chives.
